Your basic statement is wrong. Oxygenated fuels are a performance enhancement. Whether or not the levels in reformulated gasoline are adequate to noticeably improve horsepower and whether or not the ECU's will take advantage of it, I am not sure. I do know because I keep regular records of every fillup on every car I drive on the street (only 4 at the moment) that fuel mileage does not decrease here in Dallas versus out of town. This Sunday I drove from Dallas to Carbon (south of Eastland). My mileage was the same both ways despite filling first in Dallas with city gas and refilling in Carbon with country gas. My average speed was also identical. Most people claim reduced mileage with reformulated gas because they get it only in the winter when mileage goes down anyway. All that idling to warm up the engine really hurts. Also, the mileage does not vary on the rally car where I keep very close records so I don't run out on stage no matter which fuel I use. It stays at 10mpg no matter what. :-) Something about running at redline all the time.
