In a nutshell, diesels put out more pollution than gasoline engines. The EPA has a set # that each car company has to meet for amount of pullution produced. This is an average across their entire line of cars sold in the USA. The more diesels VW sells, the higher that average becomes and is above the Federal regulations that are set. This limits the numbers of diesels sold in the USA. Also, the cheap price of gasoline during the 1990's in the USA for years most likely kept automakers from spending $$$$ ot develop new diesel engines for the US markets.
