To quote the Electrical Engineers Handbook, 13th edition, "The horsepower is an anachronism in science and technology. Use of the SI unit of power, the watt, is preferred." :-)
Torque is force. Horsepower is work. You can exert force and do no work. If the bolt you are exerting the 1 foot pound of force against in Dave's example does not move, there is no work being done.
In car terms, big horsepower numbers get people into the show rooms. Lots of real world torque in the engine sells cars on the test drives. I can make my 900T produce the same horsepower as my Mustang Cobra which is 305. But it will happen at a much higher rpm and won't be nearly as driveable. The torque will never be the same.
