This is the accessory drive belt, also know as the serpentine belt, located on the front of the engine. The belt was probably damaged due to the water pump failure (if I remeber correctly caused by a bad weld on the water pump shaft, a problem corrected on latter water pumps)

The V6 engine uses a rubber camshaft drive belt. There have been some problems with the camshaft drive belt failing, whcih cuases the engine to bent valves and possibly poke holes in the pistons. Saab will cover the replacement of this belt at the 35,000 mile, 65,000 miles, and 95,000 mile
scheduled service.

Serpentine belt is the same as the accessory drive belt. Typically needs replaced every 40,000-60,000 miles. You noted that the dealer also replaced the "tension bracket" and "belt tensioner". There are two pulleys along with the watter pump, A/C, etc. that the serpentine runs on. These tweo pulleys are known to wear and get noise ( arattling kind of noise) before they seize and destroy the serpentine belt. The pulleys typically need replaced at 40,000-60,000 miles.
