You know, it's very funny you mentioned those two cars...
I've driven a Jetta 1.8T and an A4 1.8T - both of them new cars. Same thing in all of them - terrible turbo lag (IMHO) and not terribly smooth power delivery with the exception of the A4. I've also driven an '00 Passat 1.8T, and though it had terrible lag at least it revved very smoothly. I've driven a '95 SET (used) and a '99 9-3... the SET had lag about the same as my 9000T (a 1988) but the 9-3 was substantially better... a little lag, but by 1700-1800rpm it was ready to go. Of course, neither of these compare to the 9-3SS - NO lag that I could detect. Better off the line than my Alfa!
My '89 SHO was also incredible... Smooth idle (I sometimes didn't know it was running!) and nary a stumble from idle to 7500rpm. It was the best engine I've ever driven, even better than my Alfa 164Q - although I must admit the Alfa *sounds* MUCH better.
Maybe you had some bad luck? Or maybe I've had good luck? ;)
