Saw thais answer in a newspaper last week.
The blue field of the US flag is always adjacent to the pole or standard. If a flag carrier is marching into battle (old history here!) the flag will be streaming behind the pole he is carrying. Any soldier looking to the flag carrier will see the flag flying with the blue field leading the way. For this reason all shoulder patch US flags on the uniforms have the blue field facing forwards. This causes the left shoulder flag to be seen in what we consider to be the normal position, while the right shoulder flag appears to be flying backwards.
Obviously someone who designs uniforms has way too much time on their hands.
