Yup. Any $2k car is going to need some stuff. We recently bought a 2005 9-5 wagon for significantly <$2k. We had to put quite a bit into it at first, and there are still some maintenance items to take care of, but it is working out really well. There are now enough 2004+ 9-5's or ng9-3's in the $2k range that going back to the older years for a cheap winter beater is not really necessary unless you like them better. Up here in the saltbelt, age=rust, and also there were some sludge issues in 9-5's prior to 2004, that could be a factor depending on the car and how it was maintained and driven.
Your comments re 99-03 volvos pretty much exactly mirror my SAAB/Volvo indie's comments on those years ("avoid"). The v70 wagon is pretty much exactly the same size, basic performance, and utility as a 9-5 wagon. We considered the volvos, but while there are still Saabs around, I think it is good to stick with a car we already know. Plus all the wheels, batteries, etc etc are easily swappable if something goes wrong and I need a working car in a hurry (eg if the battery on the wagon is dead and I need a wagon, I can pull the one from the sedan in a couple minutes and be on the road without kludging anything, and pick up a new battery for the sedan on the way home). I actually carry a full size winter wheel in each 9-5, that have the better 2 of the last set of winter tires... on a pair of rims I picked up for $30 for the pair on a whim because I am apparently a saab hoarder... but better that than a giant heap of incompatible multi-brand parts!
