Being positioned to fight imports and avoiding the usual GM price discounts.
The Chevy brand is the discount central volume leader. The Buick brand is being positioned to provide "answers" to popular imports: e.g. the Encore as an imitation to the likes of Honda Fit and Nissan Versa, just like early Saturn small sedans as "answers" to Civics and Corollas. Saturns were also un-discounted. GM loses money on typical Chevy low price cars, so they have to find profit somewhere. Saturn and Buick are just Chevys dressed up in different sheet metal in order to maintain profit margin. The Cadillac brand as the one carrying luxury car MSRP's but get discounted back to non-luxury or pseudo-luxury price levels; literally the luxury version of Chevy.
