I broke my Lesco C900 engine in really gently, and my tester reads about 210psi for all cylinders. Seating a new engine is a very controversial and oppinionated topic, there is lots of reading to do on the subject.

Your #3 doesn't sound low enough to be broken rings or pistons, but after you try the oil trick (I will have to remember that one, thanks John!) if you run the engine and pull the oil dipstick, if there is significant blowbye on cyl #3 you should be able to see pulses of 'smoke' (oil vapors, the reason we run PCV and oil catch cans!) at a regular interval pulse out the dipstick housing. Does the plug for #3 look any different than the others? Maybe you had a bad or slightly clogged injector, ran #3 a little lean, and scorched or warped the rings in #3 and they aren't sealing right?
Or maybe it's just a burr on one of the valve seats and one of them isn't closing all the way, or the sealing surface on the valve is nicked?
All just conjecture of course, until you start narrowing things down. Sorry for your situation, you'll figure it out though!
