is it possible that your head bolts are not all tight? it seems like the pressures are falling off in a straight line, so could that be a possibility?
you said you had the head worked on in the past. when you did have the work done, did you have the head planed/and or checked the block to make sure they were both flat and level from side to side?
i cannot comment on the whole breaking engine in thing, but after the non-seating valve and non-seated rings those were a couple of things that occurred to me.
you didn't tighten the head down (starting to compress the head gasket) and then have to loosen it off again did you? just another possible idea that a partially compressed head gasket might be the issue.
