The two things that all pyramid schemes have in common are 1)reps recruit other reps and get commission from what their recruits sell and 2)the company makes the bulk of its money from fees charged to the reps, not from product sales. Since start-up costs are under $50, and there are no Amsoil "parties", presumably there is minimal ongoing costs to the independent dealer; this would rule out number 2. Do dealers try to recruit new dealers? If not, then it's definitely not multi-level marketing. Here in Canada, Amsoil is sold in Canadian Tire, among other retail outlets. I cannot imagine seeing Mary Kay, Arbonne, or PartyLite showing up for sale in a retail store.
