I'm not sure what you mean with your question about offsets being accurate.... If you're talking about from the manufacturer, I can only imagine they are. Those specs are physical, and you'd derive them from the drawings that produced the wheel. They should be totally accurate.
I think on a 99 the +40 would be the far limit and that might affect turning radius. But, too much offset can be fixed with spacers and too little, well, you can't do anything about it. :) c900 are 99 are both going to limited on the outboard with fender lips, but that becomes less of a problem with limited suspension travel (stiff shocks/springs) and less weight. I'd believe that the +40 RBs with just the right spacer is guaranteed to work.
If you have any wheel shops locally, maybe swing by. Rotas are easy to get, anyone can get them. I'd wager a local shop has some 4x114 wheel hanging around they'd be willing to test on-car for you. That's how I got confidence to try my first wheel swap - we put it on the lift and the shop put on a pair of used wheels for me to check out. Alternatively, maybe check out CL or a specialty BBS for Nissans or Hondas and see if someone local has some cheap, used wheels for sale. I've had very good luck sourcing beater wheels for late 900s from focaljet and focusfanatics. I've been haunting a couple 240SX forums trying to find a deal on some local 15" steel wheels for my Ford Falcon. ;)
I have a set of Rota Slipstreams in 4x114 ET40 16x7 but no 99 on which to try them. They were great on my '85 SPG before I swapped axles. If someone wants to show up with a 99, I'd be happy to try 'em out.
