I think nothing happens if you don't include the speed sensor. Maybe your economy isn't ideal or your emissions are a little off. But, if you're just substituting one 2.4 harness for another, there's really no reason not to include it. It's just a couple wires, and should be in the same bundle as the tach signal and CEL anyway - all stuff that goes to & from the gauge cluster.
One thing I always thought be would be a good idea is to wire a small chime or buzzer up with the check engine light. I think an audible tone would be useful if you ever need to pull codes. Watching that light flash can be annoying, but a chime going off with the flashes might make it easier to use. I would probably also hard wire a switch to the diagnostic connector so if you need to pull codes you don't have to fumble to hook something up - just flip a toggle switch. Chances are you'll never use any of this stuff, but 15 minutes of prep and $5 in parts might save you significant time trackside if you do.
