The cruise control system on T5 cars is independent of the ECU, so messing with the ECU's percieved vehicle speed shouldn't have any effect on it. The only real connection between the two is so that the ECU knows when cruise control is engaged in order for the ECU to reduce charge pressure to base boost.
The same goes for the SID/trip meter. This is also on the I-Bus and seperate for the most part from the ECU (P-Bus).
Again, I can't guarantee the accuracy of this information. It comes from my readings in the 9-3 official service guide; I have not actually tried any of this myself. I am not an engineer, just a guy with a big database of information.
