The NG900 and 9-3 front suspension acts as you have observed, and does other rude things as well. Saab put a hollow oil filled donut in the suspension coupling the two cast aluminum control arms. I can't see what this was supposed to do. I can guess that it was supposed to provide some road noise isolation, but it turned out to be some kind of sick variable suspension geometry. It gets worse after a few years.
The Viggens' power overloads this setup. Hence the Abbott Racing Viggen Rescue Kit. An expensive but effective solution. But road crown and rut behaviour will not go away. That is basic to the design, and modifying the suspension components will help but not eliminate this.
