Since you put it in quotations, Its the ability of the moving exhaust to suck all the exhuast left in the cylinder out and during the valve overlap, the air/fuel mixture in. If you run a huge pipe on an NA motor the exhuast travels at a very low velocity and does not create the vacume required to suck all the exhaus out = loss of low end. It matters less at high rpms since the exhausr velocities are much higher. On a turbo car the manifold and turbo take care of everything so 3" turbo back is no problem and should increase spoolup.
