Erratic RPM (idle & driving)

THE PROBLEM: "Something" is causing the AIC unit to erratically vary the engine RPM both at idle and while driving. The AIC valve is new (3 weeks old), when first installed, it seemed to correct problem for about 10 days, now problem is back and RPM swings are more frequent and worse (up to 3.5k RPM). Have performed basic idle adjustment without effect, still have wild RPM swings. Have noticed that there are several wires in various locations within the engine compartment that show advanced signs of the insulation breaking down and flaking off, leaving bare wires exposed. Is it possible there may be some hidden wires like these that may be shorting together causing the ECU to overdrive the AIC valve? Have swapped the AMM without result. All vacuum hoses have been replaced. All rubber grommets have been checked or replaced. Hooter valve & vacuum advance both checked. Hose from charcoal canister plugged. Throttle switch has been checked and adjusted. RPM still swings erratically even when AIC test point is grounded and pins 1 & 2 of the throttle switch cable connector are shorted together. Unplugging AIC valve removes all RPM swings. Are there any other sensors (temperature, etc. that might cause this symptom?
