I will give my opinions as they relate to different SAAB models. An under sprung car will hit the bump stops on small uneveness in the road because the spring is to soft of spring rate to control the motion of the car. All SAABs from the 9000 and NG900 are built this way, it is call bumpstop suspension. When cornering hard the car is riding on the bumpstop. The spring is not carring the full weight of the car. On an oversprung car the spring is so stiff the supension does not hardly move and the tires end up doing the most flexing. Suspension rarely hit the bumpstops except in extreme conditions.
Shocks are about the same story. Soft shocks provide a good ride on smooth surface but allow to much up and down motion on larger changes in road surface. The best case of overshocked is Bilsteins on a classic 900 while the make the car handle as the customer wants the shock is very stiff to make up for the car being undersprung.
