I'll probably get flamed for this. We really need 2slow's opinion but I'll take a layman's stab.
An awfully unscientific test to tell if a car is stiffly sprung is to see how much the suspension drops when somebody gets in. Some cars don't move much at all while others show how soft the springs are. If the movements in the car are extrememly controlled and bumps seem annoying even though the car is softly sprung, then it could be overdamped. Hopping over bumps on corners <<can>> but doesn't always indicate that. There are way too many factors here and I think reviewers, etc are subjectively trying to tie a ride characterisitc to things that they are familiar with. A car that bounces alot but small bumps are annoying could be oversprung and underdamped.
With the Koni dampers and stiff B&G springs, I found that I could stiffen the Konis about 1/2 way without affecting ride quality. Now that I am back to stock springs with the Konis, I find that if I stiffen the Konis the ride is undersprung and overdamped. The Koni dampers set stiffly can actually pump the suspension down (can adjust lots of rebound dampening) when going over bumpy roads with the stock springs. This kills ride quality and real road handling because the tires don't bounce back to the road quickly enough over the bumps.
I currently have the stock Viggen springs with Koni dampers and found that on roads 1/4 stiff fr and 1/3 stiff rr works well. On a smooth tight autocross track, I would opt for overdamping to stiffen things up as much as possible.
I certainly didn't answer your question, but perhaps I'll spark an idea in one of these smart folks heads.
