Your link discusses BPVs not filters.
A comment it made about boost spikes when the throttle is closed. I think that these are reports of pressure before the throttle. Obviously closing the throttle is not going to increase boost in the manifold. So I think that the author was wrong to call these boost spikes, as the engine does not see these. Yes, they are pressure spikes. Anyone read it differently?
The measurement of pressure to crack open the BPV is not really a very useful thing. Depending on how you orient the valve, the -ve pressure to crack the valve open will vary with the turbo pressure acting on the piston face. A stiffer spring might allow a valve to withstand more boost than a softer spring, but if the softer spring does not leak, then its lower spring rate will allow the valve to open faster and open more than the stiffer spring. The length of hose will also affect how fast this happens. A BPV with a large internal actuator volume will be much slower that on with a small internal volume.
