If you look at the intake track on a 9000 (94+ 2.3) it goes straight from the fender well to the turbo. If you stick a bypass valve on that when the filter goes under water the bypass valve will also be under water hence it is useless. I used to own a 2000 Eclipse GT with a CAI and the only way I could actually see getting water into it would be to submerge the car in about a foot in water and that car lowered so that it was no more then 2 - 3 inches off the ground. You should note that the Bypass valve is only useful in applcations where the valve can be placed high in the engine bay. If you see AEM's test you will see that they actually do work.
