Well technically a BOV can be fitted to a car with an MAF sensor as long as the MAF sensor is downstream of the BOV. If you look at the turbo kits for the new V6 Eclipses and I4 Celicas you will see that they move the MAF sensor from the airbox to about 6 inches in front of the throotle body. Then they place the BOV a couple inches in front of that. That means that any air that is blown off has not been measure by the ECU yet. Seems to work fine for them since the kits have been successfully installed on my cars.
In the case of a carbeurator I do not believe there is any system of measuring air flow since fuel is delivered mechanically and not electronically. You tune fuel injection on the carbeurator itself rather then through an ECU so I think you should be fine.
