Granted, it would add complexity -- but I can remember when almost everyone thought variable valve timing would be "too complex to be practical," and now lots of engines use it very effectively.
Boost influences compression, but varying boost can't control compression ratio *directly.* What seems interesting about VCE is that it could provide high compression under low-boost conditions and vice-versa -- e.g., you could have high compression at low RPM for better part-throttle acceleration, and low compression at high RPM so the turbo could pump more air without detonation.
The different elements of engine performance used to be synced together by simple mechanical couplings (distributor drives, cam belts, etc.) because that was the only way engineers knew how to make things work. But the trend now seems to be to separate functions as much as possible and let a control computer tailor all the parameters for the widest possible spectrum of good performance. Variable compression gives control of one more very important parameter and seems to offer a lot of possibilites (provided they can make it work reliably, of course!)
