no. these are an auxiliary lamp, to be used in addition to the headlamps. the lamps that fit them are standard 5001 sealed beam lamps, which are high beam only lamps. these were most often used on vehicles that had separate high and low beam lamps. i believe the 5001 series lamp is considered a 5" bulb. i've been trying random european vehicles, and i believe that 1970's and older mercedes 280, 300, and 350 models used the 5001 lamps for high beams, but i haven't found a common source for the retaining rings yet. i believe that 60's through 72 gmc trucks probably use the same lamps, but my money says that the dorman retaining ring i bought will fit american products, so those won't help. i'm hoping that a more common make of vehicle, like maybe volkswagen, used them on some model so they will be easier to source, but i haven't found one yet.
