weber jets...high altitude.

My sonett failed emissions here in god forsaken Utah. (Ok, for all of you that like it here, I take that back.) It reads like the main jet is way off. I bought the car in Portland Oregon, about 100 ft about sea level, and brought it up to 4000ft. My fuel consumption went through the roof. I had it tuned up and wasted my money. I installed a pertronix and saw a more than modest improvement. I replaced all the ignition goods and the car runs a lot better, but she still fails emissions by quite a bit. No adjusting seems to do the trick.
I heard once that Weber actually sells a jet kit that is for high altitudes. Everyone I've talked to suggest the trial and error method. I don't get that process as the car runs well now. Is the proper method to change the jet little by little and watch my fuel consumption or repeatedly pay for emissions tests until the car passes? Seems a bit sketchy to me. Does anyone out there who lives in the rockies have a jet size to suggest?
Sorry for the ramble...lack of sleep...many tests...
