The basic concept is that there is less oxygen available at high altitudes so the carbs tend to run rich. Here are the three approaches that are available for mixture adjustment:
1. Got to a decent mechanic that has at least a CO2 meter or even better an engine dyno.
2. Get an oxygen sensor installed in your exhaust system and buy a dozen or so jets so that you can get the mixture under control. This takes a lot of trial and error and learning, but can produce very good results.
3. Buy a bunch of leaner jets and do the "seat of the pants" jetting method. Jet it a bit lean and richen until it runs right. This takes a lot longer and may not work as well as the other two methods.
Be forewarned that ignition and cam timing, carbon build up in the engine, leaky rings, proper engine cooling, general ignition system and engine condition can also have dramatic affects on emissions. If they only do the test at idle you really only need to get a proper mixture at idle. If I remember correctly, advancing the timing a bit ( but don't let it ping) will lower the HC content, but raise CO2. Higher engine temps and carbon buildup can cause more NOx, but they may not be testing for NOx.
There is also the drain the gas tank and fill up with some of that "emissions passer" chemical available at most autoparts stores, as a cheap alternative.
