The best way I know is with a cooling system pressure tester, which attaches to the radiator cap nipple and pressurizes the system with a hand pump. A full system on a Saab should pump up to 15-20PSI with about 5 strokes of the pump. If there is air in the system, which unlike water compresses with pressure, it will take more pumping.
Next best way is to run the engine to operating temperature, let it cool, check level and refill, do this a time or two or three until you are convinced it is full. Air pockets will generally migrate to the filler neck.
