Designs vary and I cannot see yours, but MOSTLY, a decel valve works like this: Say you are cruising at 60MPH and suddenly take your foot off the gas. Manifold vacuum suddenly goes high because the throttle plate has snapped shut, and sucks a big load of gas from the carburetor, which is more than can be burned in the cylinders so it passes through to the exhaust system and pools there, until something lights it off, and BOOM you can blow the muffler open. So the decel valve is operated by manifold vacuum, and opens at high vacuum to admit a big dose of extra air to the intake manifold, reducing vacuum and excess fuel sucking, and leaning the mixture to a combustible ratio.
So in short the decel valve's function is to eliminate backfire and save mufflers from getting blown open. If you plug the valve's opening into the intake system and plug the small control hose port to the valve, and have no backfire problem, cool. If you do have a backfire condition, learning to close the throttle (lift your foot) slowly instead of suddenly will alleviate it. If that is not satisfactory there are more complicated ways to address the condition which I can address if needed.
