You mention checking the front grounds, but how about the back ones for the taillights themselves? There's a ground wire out of the harness that attaches to the metal at the rear of the car.
Another area to check is the multi-pin connector that joins the rear wiring harness to the main wiring harness. This is found on the driver's side of the car behind the luggage area trim panel, over the rear wheel housing (at least that's where it is on a III; earlier models I don't know.)
You need to make sure you're getting +12v on all the appropriate terminals of this connector, then continue on to the back and see where the 12v stops before reaching the lamps. If you've got 12v at the socket AND contact is good AND the lamp is good AND ground is good, there is no way that the lamp can NOT light (barring weird quantum phenomena) so you've got to work your way down the wiring with a voltmeter or test light and see where the electrons are going astray.
