Damon,

the spot between white and orange indicates a reading of ambient atmospheric
pressure. The white area is vacuum, and the orange (and eventually red)
area is positive boost pressure. The gauge should go quite far into the
white area during in-gear deceleration.

Your gauge is hung at atmospheric, which means that either the vacuum hose
to it is disconnected, or you have a major vacuum leak elsewhere.

Check all your little vacuum hoses and connections. A good test (even if
they look fine) is to pull each one off it's nipple and look at the hose
end. If it keeps it's 'connected' shape, then it cannot seal properly, and
must be trimmed back or replaced.

I have heard that 12 feet of 3/16' fuel line is just the stuff you need to
replace all your old vacuum hoses...
