You're forgetting overall gearing. And of course the overall gear ratio will be higher with a taller tire, expecially for "drag racing". But that in itself does not necessarily mean that 16" is superior to 17". You have to consider what you're starting with...
So, just to reiterate, even though apparently it's common knowledge, a 9-3 with upgraded power but stock rev. limit will reach the end of 3rd gear in less than a quarter mile at somewhere a little past 95 mph--which will happen even sooner with smaller 16" tires. Adding (or subtracting)the extra time required for that extra 3rd-4th shift is significant when one is "drag racing", thank you.
My hope was that the extra bit of diameter (3.7 % when comparing new tires w/o any treat loss) would totally get rid of the need for 4th gear in a quarter mile but it didn't. Almost, but not quite. With the rev. limiter bumped-up just a very little bit, aided by the DECREASE (numerically) in gear ratio from the taller 17" tires will be faster because an entire shift is eliminated. Unless of course you don't mind really really over-revving and potentially blowing-up your engine with 16" tires holding 3rd---in that case, yes, the 16's would most definitely be faster.
So unfortunately, that potential 17" gain can't quite be relealized without a small bump in allowed RPM's and so does not in fact offset the additional weight of the larger wheels...
If the above dosen't make sense to you, you could always actually go out and try it both ways and then afterwards comment about the 3rd-4th shift and why 17's absolutely shouldn't be as fast as 16's.
And anyway, I'm only talking about straight-line acceleration from a dead stop, which isn't what these machines are made to do best.
