Picture yourself on a ten speed bike standing still. If you had a lot of torque you could start off in the 10th gear, no problem. Since we don't have alot of torque we start off in 1st gear. You can pedal real fast in first gear, but you don't go fast. If you use the transmission properly, you upshift as soon as your torque output starts to translate into too high rpms. A new fangled cvr, crv, vcr, whatever, transmission is always "changing gears" as you accelerate or decelerate. Then again, its been quite awhile since I've been on a ten speed.
