Hello,
The first thing I would check or just do is remove the cable from the starter and clean it. There used to be an old bulletin to clean it and tighten it up for a no start condition. I have started many cars in the parking lot by just tightening it a quarter turn so that I could drive them in the shop.
To test the cables I would check for a voltage drop in the cable. Use the voltmeter on each of the cable and if it reads, it should be 0 or maybe .1v. Check both cables hot and cold. You could use an amp meter or amp clamp to read the amperage draw of the starter when cranking. Good Luck, Bernie at George Riggin Specialty Automotive
