Because I'm researching it now for NINES, mainly using Lubrizol's web site, and I'm seeing a shear rate of 1,000,000/sec for the ASTM D whatever test spec. Mind you, 100,000/sec makes the math work better ;-)
BTW, it's not cycles per second. shear rate is relative speed divided by the spacing - almost a dimensionless number. As for what the HTHS viscosity is for any given oil ... some of the "boutique" oils, Amsoil and RedLine, for example, publish their HTHS viscosities. One or two of the majors do too, but I forget which...
