There is nothing wrong with city driving, its really about how much you have to use the brakes.
The only way to check and compare MPGs is to reset the SID while at speed with a fully warmed engine on a highway run. If the winds are light or flat and the hills are not a problem, you should be getting 30 mpgs or better with an I4 5spd. (I sometimes get 34 MPGs on my highway commutes if the winds are dead flat - 03 Aero S/W 5spd Winds can easily reduce your MPGs by 10 to 20%.
You probably have the original engine air filter installed.
check tire pressure, try a higher pressure (I run 35PSI on an 03 Aero S/W)
don't leave roof racks or bars on
clean injectors and check plug gaps (.035" for T7)
check for dragging brakes
