TB's don't get fouled up very fast. And deposits there would not affect anything other than idle and starting I would think. So no impact on MPGs.
A change of air filter should not effect MPGs except for MPGs while on wide open throttle. When on part throttle, the restriction of the throttle plus the air filter will be a constant. A lower restriction air filter simply means a throttle that will be slightly more closed to do the same speed etc. The mixture should be immune to changes of air filter restriction. A restricted air filter on engines with carb's could cause some serious issues. So Autozone or some outfit runs adverts on TV suggesting that a new air filter will improve MPGs. As there are very few non fuel injected vehicles on the road these days, those adverts are almost criminal.
The fuel filters are good for over 100,000 miles on the NG900's, I would expect the same for the 9-5's. I think its the same fuel filter.
