It's not really the point if the ad fee is an actual invoice item and not a charge on the MSRP I think. The point is a dealer shouldn't negotiate a price first and the try and bump it later with bogus or legitimate charges. There are ways to for the dealer to commit themselves to a comfortable figure for the consumer without locking themselves in. One of the constants in this is the dealers actual invoice which does reflect the ad fee, but again that's not the point. And a very comfortable way to buy a car is to agree to a set amount over invoice. Then if the consumer selects a more or less expensive car or perhaps there is a price increase, or conversely, a dealer finds an old price car, eveybody is still happy.
