If that's how you negotiated with your customer

in the first place. Then, yes.
However, my interpretation of prlf's post was the advertising surcharge appeared on the final paperwork for the car in addition to the negotiated sales price. Taxes and destination charges are normally specified up front -as well as charges for dealer options and services. But, GM's advertising cost for Saabs is neither.
A friend of mine once noticed a $500 dealer charge for etching an ID into his windows when he was about to take delivery on an SUV he'd ordered. Since he hadn't asked for that to be done, he objected -knowing he could get someone else to do the same thing for $50 if he wanted. When the dealer balked at removing the charge, he left the vehicle there. And ordered another $40K Denali from somebody else.
In past years, I've found life insurance policies tacked on to my delivery invoices for car's and trucks I've purchased. They're way over priced, and I suppose a lot of people never examine the paperwork closely enough to catch these charges.
It bugs me.
