All you need is a dwell meter and some wire. There is a connector near the
the fuse box with two wires, one is (+) and the other is the signal. Simply run the wire into the cabin and connect one end to the connector and the other to the meter. The fact that you observe a "whistle" causes
me to suspect a leak. While monitoring the pulse ratio either plug or clamp all of those little hoses off the intake manifold and see if it deviates. Remember that all of those connections and hoses see both negative and positive pressure. They could be fine when under a vacuum but leak under boost. The check valve on the vacuum canister is a prime canidate, so is the charcoal canister check valve. In my case the
vacuum canister checkvalve, charcoal canister and over pressurization
switch under the dash all leaked.

So far as injecting water I'd just park the car, set the engine to a roughly 1500-2000rpm and SLOWLY pour in rougly a liter or half gallon of water in. If the engine starts booging down back off and let it recover. Dangle a piece of paper towel at the exhaust tip so you can see the crap that comes out.

Have you done a pressure test?

Is your O2 sensor healthy?

The easiest thing to do right now is simply clamp everyone of the little
hoses and go for a drive. Listen for a whistle at idle and see if your
problem disappears. If it does then you can back your way out to find the
culprit.
