Question 2 first. The pressure that popped off the line came from the pump, not the valve. These are powerful pumps from a pressure perspective(not volume). By clamping the return line you prevented the gas from returning to the tank so pressure just kept building up until the line blew. This is exactly what happens when a supply side check valve is mistakenly put in the return line.

I am nearly 100% certain that your new pump is not equipped with an internal check valve. I think by 91 production, the internal valve had been replaced with the external elbow. Even if it had one, a second check valve would make no difference as they would both be flowing and "checking" in the same directions respectively.

Now question 1: Yes you can put a supply line check valve in place of the open elbow and you can leave the return line as is. But make absolutely sure that you have identified "which line is which." It is very easy to mix them up, speaking from my own experience.

I also still have a slight suspicion that your shop correctly put in a supply line check valve in the supply line, but is incorrectly calling it a return valve, as in "prevents return" valve. If you are absolutely sure that the open elbow line is the one that is pumping fuel out of the tank, I would put the check valve in, and I'll bet your long crank problem will cease. If it's the wrong line...the pump will pop a connection somewhere and you'll know right away. Good luck...post your results.
