What you describe sounds like a defective master cylinder. They generally don't leak much when they go bad, they just won't generate/hold pressure because the seals are worn or the bore is pitted/worn. If the slave goes bad, it commonly produces a leak.
Bleeding might help for a little while, but in the end you'll be replacing the master cylinder. Be sure to also check the hole in the brake pedal where the clevice pin connects it to the master cylinder push-rod as one of the other folks suggests.
Bleeding is most effective when you apply pressure at the bleed nipple on the slave. This way you push the air up, which is where it naturally tends to go. A large syringe full of brake fluid connected with a length of tubing will work. You can rig up other systems with a bit of imagination.
