I would weld a nut on to the broken stud. The heat from welding will help break it free and give you something to grip with a wrench. I hope you have access to a welder.
Striking the broken bolt straight into the head with a hammer will also usually help "free" the "frozen" bolt. Kind of why impact tools work better at removing "frozen" nuts and bolts than regular wrenches.
Be careful drilling a steel stud in an aluminum head, it is very easy for the drill to "travel" into the aluminum from the steel, because the aluminum is softer than the steel. If you are going to drill and use an easy-out, file the top of the stud flat, then prick punch the center. Use a very small diameter drill bit to drill a pilot hole. Then use a larger drill bit in the pilot hole. If I remember correctly the hole is mm8 x 1.25 pitch. Use a 6.25mm drill bit, retap mm8 x 1.25.
Left hand drill bits are also available. These will sometimes screw the broken bit out while drilling.
