The possible damage to the oil pump from a bad harmonic balancer is if the balancer chews its way through the pump housing. At this point you push out lots of oil and the engine fries. You'll have lost all your oil before the balancer does any damage to the gears.
As gorper says, it's tough to say without seeing it. If you've got some scrapes on the face of the housing, I'd say let it be. What you don't want to do is have removed enough material from the pump housing that it's structurally compromised.
If you're replacing the harmonic balancer, you might as well replace the oil pump O-ring, which sits between the pump and the timing chain housing. With the pump off, you can measure the thickness of the pump face, and determine how much material was removed. If you've still got a lot of material left, it'll probably be OK. If you've scraped a gouge 50% or 75% of the way through the face, replace the pump.
A used pump is a fine approach, because oil pumps rarely fail.
The 'reference apature disk' is for engines with crankshaft position sensors. It's not clear from you note what car you have - I assume the 'spg' means it's an SPG, and since it's on this board, I assume it's an OG900, 93 or earliers. From what I can tell, no OG900 Turbo has a crank sensor. Only normally-aspirated OG900's have crank sensors, depending on year.
