As it turns out, the barbed nipple isn't as hellaciously oversized as it looks, and can be at least _started_ back into the line by hand. I got two out of three barbs in with just hot water, altho I wouldn't try that again because it gets much harder with each barb and I buckled the line twice to get that far. Not the ideal execution, but the creases got smoothed out as the barbs were fully set. To get the last barb in I wrapped the line in slit-open fuel hose, clamped that lightly in a vise, and tapped it the rest of the way with a hammer. Like butta, that was.
This was only possible because I pulled the line into the back seat area and took the vise off its bench and set it in there too; a real vise will have enough mass to make hammering feasible even if it isn't attached to anything.
I think if I had to do this again I wouldn't bother with the hot water and would go straight to the fuel-hose-and-vise technique, since that easily accomplished the hardest part of the insertion (where your ambient temperature is at least 40-50 degrees anyway) and wouldn't have kinked the line had I started that way. Of course now the line is shorter and all the route-specific bends are in the wrong places, fighting the contours they're supposed to accomodate, so I cut a couple cable wraps under the seat to give it some play. I wish I'd tried some adjustments with the hot water before reattaching to the fuel filter and taking up ALL the slack, because a heat gun just doesn't do much to it (with any margin for safety anyway) besides relax the bends a little.
Anyway, thanks guys for all the advice: I have my factory-fix less one inch, and for other people tightening the outlet bolt to their new filters I suggest using the wrench flats on the filter's _intake_ end where it isn't crowded into chewing the line. DUH!!
