Did you replace the gearset connecting the lock cylinder to the ignition switch and reverse lock-out lever? The gear on the bottom of the housing meshes with the lock cylinder. If you used an old gear, chances the projections on it are snapped off.
And when the cylinder was replaced into the receptacle, was the gearset turned slightly off the lock position? And to install the housing, it isn't necessary to have the shifter in reverse if the key is turned to the run position. I had mine in the lock position (key out) and installed the housing with the shifter in third. Man NOTHING worked. So turn the key to the run postion when you install the housing.
