The key should have been in the run position. That way the control rod could go wherever it wanted. Now, have you removed the new lock cylinder from this housing? You can see if the projections from the lower gear are still there. If so, check the movement of the gear. If it won't move, perhaps the ignition switch is screwed up: use your old one and see.
Those two nuts in the top of the housing secure the bolts coming from the bottom. Put a wide, strong screwdriver in those and see if you can't get those out. Otherwise turn the housing 90 degrees and remove the bolts (Torx I believe.) I secured them back into place using 5mm nuts, leaving the top cover off. That exposed the reverse lock lever and makes replacing the ignition switch a snap.
