Don't bother with other than Regular. My '90 SPG which requires "Premium Unleaded" has run great for 3 years on "mid-grade" - no knock, plenty of power, 29 mpg.
Hood cable? I'd suggest more reading using the "Search" function on this BB. If the grille can be removed, look under the main Radiator Cross Member at the center, and you'll see the latch. Operate it manually. And like Jeff S says, pull harder on the cable. I've not had a cable stretch.
