Don't pull too hard. That's how you broke it off at the lever. Break it at the latch too and you've got a much tougher job to unlatch the hood.
Do this: Get a friend to stand ahead of the car, while you with vise grips on cable pull just till it stops. Then your friend pats the hood with palms of the hands, maybe a little forcefully. It should pop up.
Then you'll want to immediately clean up and lube the latch pin that comes out of the bottom front of hood, and the latch mechanism that it strikes on. Make sure cone tip of latch pin is thoroughly scrubbed of rust etc, and greased. And ditto for the two wires that open around it and close behind it in the latch plate. Lube latch plate with oil so it opens and closes smoothly when you pull on vise grips. (You can unbolt the latch pin from the car and wire brush it before reinstalling if you want.) It's stiffness, rust and hardened grease in this whole area that keeps hood from popping up when cable is fully pulled.
Then remove the torx screws that hold it and take off the grill, and scope out how cable attaches to the latch plate and just where you're going to have to aim with a stiff wire hook IF you break the cable off altogether.
You'll probably be okay driving locally with hood just latched by the safety catch until you get a new cable.
