If you do it yourself you might want to do what I did, leave the old rubber grommet in the body where cable passes through to interior, and leave the new one uninstalled, slid up right beside it. That way you don't have to deal with trying to push the new grommet halfway through the bodywork, far enough so the groove fits snug on the sheet metal, yet not too far.
If a hood is stuck it's usually not from the cable not being pulled far enough. So it doesn't do any good to pull harder, once you've pulled till it stops.
If you do, you can,
1. Strip the outer jacket off the cable hose where it's clamped by the stop clip up near the latch, so the cable slides and you have to pull more to reach the end. (There's a limit to how far the release lever will pull it.)
2. Tear the end off it at the lever inside.
or
3.Tear it loose at the latch.
