I have a 1990 and therefore no adjustable AMM. After changing many parts, O2,AIC,etc., I found that the throttle position sensor was on so tight that it was preventing the internal flap from closing all the way. A lateral bind, if you will. I solved this by putting small paper(motherboard) washers between the TPS and the throttle body. Installing a new starter allowed me to clean contacts which I think also steadied the rpms.
